Table borders are off. The border you see is the body background color showing through the table's cellspacing.

A similar layout can be accomplished with CSS and no tables. To see this in action visit Absolute Magnitude. The CSS-only layout downgrades in browsers like NN4.

The table-based layout is, currently, more cross-browser, but the CSS-based layout is more maintainable, backwards downgradable, and forward compatible.
